counting the number of recipients/newsgroups?

I'd like to be able to filter my email based on the number of elements in a  
header..

For example if the From (or ^TO) has a dozen users (or say 20 or whatever) I  
want to treat it as spam...

I also moderate a newsgroup, and if there are crossposts the messages need  
to be rejected.

any ideas without having to launch a perl script?
