Limiting To: and Apparently To: Fields

Can Procmail limit To: and Apparently To: Fields on the mail?
I need also to spy an account..all mail that it sends and all mails that
it receives. Problably this users is a guilty of a big SPAM.
I'm using procmail only as global for all the system.
