The manual on procmailrc says the start of the recipe is ":".
How is the number that follows that is used. I've seen
sample recipes that use ":0" , ":1", etc, but I do not have any
idea how these numbers are determined.

The number means something like: take that number of lines and use
them as condition lines, even if there is no * at the start.

This syntax is a leftover from older versions of procmail, before you
could start condition lines with an asterisk, so you had to count the
lines yourself.

In short: start all your recipes with `:0' and all your conditions
with a `*'.
