Since -A isn't listed in the usage statement, yes, that's the problem:
your version is too old. There's no easy way to find the version number,
though.
If you can't upgrade formail, try -i instead of -A. Then be sure to
change your procmailrc conditions that look for
* ^X-Loop: something
to
* ^(Old-)?X-Loop: something
