Just a guess, but:
I just barely remember way back a similar problem I had with formail, and
it turned out that my PATH statement was wrong in my .procmailrc so I was
running an older version of formail that didn't support the switch I was
using. I can't remember what switch it was, though.

Shouldn't the space be taken out between -A and " ?
Formail may be coughing "X-Loop..." rather than lack of the -A flag
being supported.
