Procmail is invoked and uses the appropriate rc file (for example,
/etc/procmailrcs/log.rc).  It executes the instructions in the rc file, but
it cannot seem to access ARGV - the command line arguments $@ or $1, $2, $3

This is a known bug in procmail version 3.10.  Upgrade to 3.11pre4 and
things should start working.  To quote the HISTORY file:

1995/10/29: v3.11pre4
            Changes to procmail:
...
               - Regression bug since v3.06, procmail -m /etc/procmailrcs
                 didn't allow any arguments to be passed, fixed
