I'm *guessing* (but haven't seen the code) that this means that
previously if you set INCLUDERC to be a directory (rather than a
plain file) that procmail would open and read the bytes in the
directory (which, of course, are not valid procmail commands),
and that now procmail will check to see that INCLUDERC refers to
a plain file before opening it.
That's my take just from reading that one line; I don't pretend
to actually know any facts!!!
