Firstly, I'd raise it with the FBI CCS seeking their opinion (if they're
interested in the case).

Then I'd raise the issue directly with the postmaster ofthe domains
where the offenders hide (or pretend to hide) in. It's not uncommon for
them to want to close down offenders so that their own subscribers don't
receive any trouble from the sods and the corporate image doesn't get
tarnished.

After that, then look at the above. Thei idea is to let them know what
is happening and what you are about to do so that they are part of the
solution, rather than seeing your solution as a problem in it's own
right.
