It used to, but it does no longer. 5.002 and 5.003 were the only
releases in which locales were used by default for \w and company. The
change was made in response to security concerns about user defined
locales circumventing the use of \w to vet user input in taint checking
scripts.
5.004 provides a lexically scoped pragma for turning it back on.
