All you need is *nothing*.  If procmail gets to the end of your rcfile
without having delivered the message, it saves it to $DEFAULT (which, if you
haven't changed its value, points to your inbox).  If procmail can't save it
to $DEFAULT, and $ORGMAIL (which should also point to your inbox but which you
generally should not change) is different from $DEFAULT, then procmail saves
it to $ORGMAIL.

So what you're asking for is exactly what procmail does (unless you tell it
to do something else instead).
