You failed to tell the POP daemon to look there.  I see two solutions:

1) Fetch procmail 3.11pre7 from ftp.informatik.rwth-aachen.de in the
      directory /pub/packages/procmail
2) Fetch cucipop from /pub/packages/cucipop at the same place.
... [tweak the source/UTSL] ...

I wonder about how easy this really is. I'll try it later!

OR

1) Hack the source of whatever POP daemon you user to look in the new
      location.
2) Live moderately happily ever after, putting up with all the
      limitations in your current POP daemon.

Right. I have seen lots of people complaining similar stuff. They can't
upgrade since someone have put stuff in their software that is uniq to
that site!

Put perhaps there is another solution?

What about making symlinks from $HOME/Mail/inbox to /var/spool/mail/user
??
Perhaps the POP deamon can't understand that it should rather lock the 
file that the link is pointing to so that no program writes to that file
at the same time, but you can perhaps (I think) still tell ("tweak/UTSL")
procmail to lock on both places (just in case).

Perhaps I have right, but correct me if I am wrong!
