This is wrong, because the [] characters are "magical" to Procmail.
You need to backslash them:

   * ! ^Subject:.*\[(APX|TRT|SEC|PRS)\]

*!^X-Loop:.*

You should probably not reject just +any+ mail with an X-Loop header. 

  * ! ^X-Loop: apex-list(_at_)dentfrance\(_dot_)org

I would like to know if the recipe is OK to do that?
and where I have to put it, so Smartlist can use it?

I'm afraid I can't help with the Smartlist part -- maybe someone else;
otherwise, do note that there is a separate list for Smartlist problems.

That's why there is Reply-To: headers.
  (I can imagine that getting them from Compu$erve can't be easy, though.)
