On the contrary, I think it usually could.  If the mail spool is on a
different partition then it'll count against a seperate quota.  Even if
the file being written to is on the same partition as the logfile,
procmail may attempt to write the message, get part way through before
getting EQUOT, then truncate the file back to the original size,
bringing the usage back down enough to fit the log message in.  Even if
one is at one's quota, the log entry might not require another disk
block or fragment to be allocated, and can thus be written.
