The correct response is obvious to natural intelligence, but not to artificial 
:-)

It shouldn't have bounced, as that address is correctly formed, and the
MTA at eosinc.com probably should have noted the presence of a '@' in
the user part after dequoting.  That the message did bounce indicates
either a) a misconfiguration of the MTA at eosinc.com, either for not
accepting that address or for generating that address; or b) a
misconfiguration of Ms. Hughes's mailer, for generating that address.
Formail did the right thing.
