Hmmm. The easiest thing to do would be to change the way rc.submit is
coded for subscriber-only lists. Rather than reject the stuff of
non-subscribers, send it to the moderator.

It makes that rescinding of self-moderation difficult though. You could
pre-screen the unpriveldged subscribers into forward to moderator before
rc.submit, but that is ugly.

A few weeks ago I posted to this list an untested recipe for rc.submit 
to add a new header for all unsubscribed-sender posts. I could dig it
up for you I think.
