Spamometer web page

Hi folks.

i turned the spamometer README file into a web page. i also added a
Philosophy section that I'd be very happy to receive comments on. it
talks about why i want to do things the way i want to do them, and
what that way is etc.

i added a -continue-processing (or -c) flag to the spamometer to make
it continue passing the mail message to the various functions that
check for spam (instead of exiting if one of those functions declares
the message to be either definitely spam or definitely not spam).
this is best used with (and perhaps should imply) -verbose to see why
each of the functions along the way thinks what it thinks.

also, there are some small new spam detector functions, based on
Dan Smith's <DanS(_at_)bristol(_dot_)com> .procmailrc file.
