procmail and restricted shell

hi -

i checked the list archives, but didn't find an answer to the following:

i've got an IRIX machine with a couple of dozen pop3 (soon to be imap4)
users who periodically need mail forwarding, but for various reasons,
they must filter what gets forwarded.  i normally like to have these
accounts set up with rsh (as in restricted, not remote, shell) so that
about all anyone can do if they log in is change the password and exit. 
i'd like to be able to use procmail for these accounts without having to
change them to a real shell.

apparently the paths to things like configmail are hardwired into
sendmail, because regardless of what i put in the rsh bin directory, i
still get "restricted" errors.  i suppose i could solve this with some
suid scripts.

can anyone suggest the appropriate way to do what i want to do?  or give
a reason why this is a dumb idea?  thanks very much.
