"else" question w/ braces

If I have a recipe like this:

* ^Whatever
{

        :0
        SomeThing Else
        
        :0E
        Another
}

:0E
* Last



I am wondering if the "Last" is being "Else"-ed  against the "Whatever" or  
the "Another" line.

Sorry if the answer is obvious or my question unclear
