How to turn on Logging?

I've having difficulty turning on logging.  I use procmail as my delivery
agent.  In my .procmailrc I have:
FORMAIL=/usr/local/bin/formail
LOGFILE=~/PROCLOG
LOGABSTRACT=all
VERBOSE=y

but nothing is ever logged to PROCLOG.  

The global /etc/procmailrc has "DROPPRIVS=YES"; is this the issue?
