I think elm development ended right around the time MIME was coming into
more and more common use. You might try mutt.
But to view all headers from elm, just pipe ("|") the message
though more (or your favorite pager; mine is "less -mcI").
And to collect for sending to the procmail list, the easiest way
is probably to "s"ave to a (new) file, then undelete it or
exit with your folder unmodified. Then you can cut the headers
straight out of that new file into your procmail list post.
As for what you asked, I can't really answer, but seeing:
Content-Description: cc:Mail note part
I smell trouble; does your problem also occur with mail that doesn't
come from that infamous header mangler?
