may be the cause for my outgoing mail being so terribly slow since I
started using procmail (with smail).  Am I right to assume this?

    The normal function of procmail is to filter incoming mail.  Using
it with outgoing messages is a rather peculiar setup, and (depending
on your config) it may indeed slow down your mail.  However, I'd start
checking other things first, like DNS setup and routing tables.  Why do
you need to do this anyway?
