"backup" is intended to be a directory which you must manually create:

mkdir backup

I understand that this is a directory.
And it also works as you can see.

[kd1ca(_at_)linux2 backup]$ pwd
/home/kd1ca/mail/backup
[kd1ca(_at_)linux2 backup]$ ls
msg.aB6B msg.WB6B msg.ZB6B msg.BB6B msg.CB6B msg.LB6B msg.TB6B
msg.dB6B
msg.UB6B msg.-A6B msg.YB6B msg.bB6B msg.RB6B msg.SB6B msg.JB6B
msg.GB6B
msg.KB6B msg.FB6B msg.PB6B msg.QB6B msg.MB6B msg._A6B msg.IB6B
msg.EB6B
msg.AB6B msg.VB6B msg.XB6B msg.DB6B msg.cB6B msg.OB6B msg.HB6B
msg.9A6B
[kd1ca(_at_)linux2 backup]$

However I still have the errors being displayed.
3 people have given me suggestions thus far. Thank you!

   Total Number Folder
   ----- ------ ------
       0 1 ## procmail: Couldn't make link to "/msg.TB6B"
       0 1 ## procmail: Couldn't make link to "/msg.VB6B"
       0 1 ## procmail: Couldn't make link to "/msg.XB6B"
       0 1 ## procmail: Couldn't make link to "/msg.YB6B"
    6848 4 Linux-Hams
   ----- ------
    6848 8

I still dont understand what is causing these messages.
Again here is how my recepies begin as suggested in man procmailex.

| cd backup && rm -f dummy `ls -t msg.* | sed -e 1,32d`
