$ cat $NAME
cat: Wotan: No such file or directory
$ echo $NAME
Wotan
Which indicates to me that you can't cat a variable, but you can echo it.
From tcsh:

[msteeves(_at_)jester(_dot_)bbn(_dot_)com] [~] echo $FOO
.login
[msteeves(_at_)jester(_dot_)bbn(_dot_)com] [~] cat $FOO

$ FOO=.login ; export FOO
$ echo $FOO
.login
$ cat $FOO

$
Both tests done on an Ultra 5 workstation running Solaris 2.6.
