It's presumably a local newgroup somewhere that is subscribed to the
procmail list. Postings to the list are reflected to the local newgroup
for easy reading by many people at that site.
The fact that this version of the message escaped their site exposes
a bug in their mail->news gateway: it should strip the "Newsgroups:"
header field and add a fresh one before postings. Doing otherwise is
the Wrong Thing, and provides yet another example of confusing the header
and the envelope.
* Why did it use quoted-printable encoding, which normally never
happens when I send messages with Pine.

Did you recently add the copyright symbol to your .sig? It has the
high-bit set.
(BTW: I've been told that the symbol is irrelevant -- what matters
is having your name, the word "Copyright", and the year. Then again,
I'm neither a lawyer, nor do I play one on TV, though I did once get
a fortune cookie that said, "you will grow up to be a good lawyer",
whatever _that_ means...)
