I would like to use procmail (on a per user basis) to filter e-mail.
Does anyone have a recipe that would allow ONLY e-mails with a specific
To: field?

You mean like this?

    :0
    * $ ! ^TO_$LOGNAME
    { EXITCODE=75 HOST }

This will bounce anything which is not addressed to the user (in To:,
Cc:, Resent-To:, etc -- see the documentation for the ^TO_ macro) on
whose behalf Procmail is running.

See some recent threads about spam filtering on this list for
additional comments.
