Promail + disabled Telnet? work?

hi,
I have Procmail set up on Solaris.
Works fine if a user have telnet access, but when i REMOVE Telnet from the 
user than user only have FTP access (e.g Apache user) Procmail no longer 
works in autoresponse.
will Promail work for a user without a Shell? if ..how?
