You're welcome. Joe's answer is probably the case: procmail is not getting
invoked at all because your MTA doesn't read .forward files or doesn't like
the contents of yours. If the system runs smrsh, for example, the only
programs you can run are those linked into smrsh's special directory.

What happens to them? Do they go to your regular mail spool? Do they
vanish? You seem to be receiving other mail OK, such as this list.
By the way, your .procmailrc doesn't set MAILDIR, so procmail's default
working directory is your $HOME. Did you look for in-testing there? Maybe
you have a mail or Mail directory, and you expected it there instead?
