I disagree. I believe that it is sendmail putting this in. I think that
when the "data" part of the smtp exchange times out sendmail insterts this
text.

Procmail would not add that. If it finds no body it gladly passes only a
set
of headers; if it finds neither it gladly gives you "From foo(_at_)bar" and a
timestamp and a trailing blank line (or in raw mode, perhaps not even that).
I'd guess that it's fetchmail. Sendmail doesn't talk about "collecting" a
message.
