Do not use Netscape for email.  Attachments are AFU.

Eudora Pro, The BAT, and several other commercial & shareware programs have extensive mail filtering capabilities (however, nowhere near as powerful as procmail).

You could consider taking some old hardware and keeping linux on that, and using procmail there to filter with, then pull it off the server, prefiltered via POP or IMAP in a windows client. It doesn't take much hardware to run a useable Linux box.
