using DELIVERED=yes

I have an INCLUDERC which is called like so

:0c
{ INCLUDERC=whatever.rc }

Now no matter what happens in 'whatever.rc', I don't want that copy to produce
bounces.

whatever.rc does variety of things, including forwarding to another address
under certain conditions

Does DELIVERED=yes do anything else beyond tell procmail not to bounce messages?

i.e. does it prevent delivery to a mailbox or forwarding, etc?
