Is there a ready to use procmail rule that allows for emails requesting
a receipt that a confirmation email
is sent back to the sender?

I'm looking for the exact opposite: something to strip these out. I never
honour them and never will.

I believe in the Micro$oft World something like "request
reception confirmation" is an option when sending an email with
one of these unholy 'tools' like "MS Outlook".

For once it's not so much Microsoft to blame for this. Other email
utilities create them too. If, and only if, the email never leaves the
system read receipts are an acceptable idea; such as with Digital's (now
Compaq's) ALL-IN-1 office automation product---a single instance store
meant that receipts could be processed effiecently. However, as soon as
messages leaves the system and traverse the wire then requests for read
(or delivery) receipts just chew up bandwidth.
