You description above is ambigious: there is no FEATURE(`procmail'), so
must be refering to either
MAILER(`procmail')
or
FEATURE(`local_procmail')
The former is only useful if you use the mailertable or perform some
specific sendmail.cf hackery. The latter is what tells sendmail to use
procmail as the local mailer.
Note that this change what the local mailer is, not the name! Your
sendmail logs will still say "mailer=local", even though procmail is
being invoked.
Assuming you used FEATURE(`local_procmail'), did you rebuild the
sendmail.cf file from the .mc file? Did you install the new sendmail.cf?
Did you restart sendmail?
