Does ^TO_ & ^TO contain all the email addresses that might appear
in To:, Cc;, Bcc:, etc.? Or is it able to automagically divine

No, and no.
If you want the login name of the user that procmail is running as,
use $LOGNAME.
If this is a virtual domain setup such that procmail isn't actually
running as the recipient, then the MTA *MUST* pass the envelope recipient
information to procmail outside of the normal recipient headers, or
you'll silently LOSE and MISROUTE messages.
