Hi,
My ISP has instituted an ORBS-type (actually ORBZ)

this means that I could miss emails are legitimately intended

Is there a way at the system level to allow individual
users to opt out?

You'll need the ISP to disable filtering for your account. If they are
running Sendmail, ask them to enable the "SPAMFRIEND" feature. There's
instructions at http://www.sendmail.org/m4/anti-spam.html
