The "_MODMF_(DFMPROCMAIL_MAILER_FLAGS,PROCMAIL)" bit would seem to
indicate that either your m4 isn't working right, in which case you should
try GNU m4, or you have something in your .mc file which is interfering
with the macros used in the sendmail.cf generation.
