I discovered that procmail was inheriting a ulimit() from its parent
process, postfix.  There was some more or less undocumented option that
limits mailbox size in postfix that I tweaked, and then procmail worked
fine.

Hmm... let's see.... the particular option I had to set was
mailbox_size_limit  in /etc/postfix/main.cf .  Frustratingly
undocumented. :-(
