You can give the name of an rc-file as an argument to procmail, but that
shouldn't be necessary.

Are you sure that mail is being delivered on the same machine where you
have your home directory? Look at the Received: headers of one of the
messages that has been successfully delivered to see if they make any
reference to your host.

home directory?
The MAILDIR variable doesn't do anything except cause procmail to change
current directories to the directory you assign to it. Most likely you
don't want that assignment in there at all.
6. I don't see any log file anywhere. Where is this supposed to be?
It ought to be in your $HOME/procmail.log, since that's what you set the
LOGFILE variable to.
I assume since it's not getting created as specified in the recipe file,
.procmailrc is not getting used at all.
Very likely. What's the output of:
ls -ld . .procmailrc
?? Procmail There may be a permission problem that's causing procmail to
ignore the .procmailrc.
7. What's an LDA? (I told you I'd embarrass myself.)
"Local Delivery Agent" also sometimes called an "MDA" for "Mail ...".
E.g., the thing that sendmail calls to write to the mailbox once it's
finally determined that it needs to deliver the message locally.
