putting .qmail file in /etc

We have a Linux 7.0 computer system and are running qmail.We are using the
maildir
mailbox format and have installed procmail version 3.15.2. I have a
.procmailrc file configured in my home directory . I have a backup folder
with message and a log in my Maildir directory. Currently Procmail is
invoked by  my .qmail file in my home directory. I would like to place the
.procmailrc file in /etc so that it will be used by every  mail user of the
system.I would also like to use one .qmail file for everyone. Can this be
done?
