Ssndmail 8.8.8 says this:

You're sure /usr/bin/procmail is at least version 3.21? Versions before
that ignored all but the last -a option or were broken for other reasons.
Yes, 3.22, verbose logging shown below as requested.
I trust this indicates the problem is with sendmail, as procmail
works fine when called from the command line.
