[procmail problem]simple rule is not working well

hello all
            r no  body has answer to this question
i send it again.
i want to use procmail with qmail but how can i use it throug php scripts.
i write my procmail recipe in the 
/hom/vpopmail/domains/example.com/.procmailrc
file but how can i write every file for every user.
and what permission i set that apache can write in that file
and update that file.
i can't understand bcz i am new person.
plz help if any one has some idea.
