Problem with /etc/procmailrcs

Hello:
I'm using procmail 3.22 as shipped with RedHat 7.3. In /etc/mail/sendmail.mc I replaced the line

   FEATURE(local_procmail,`',`procmail -t -Y -a $h -d $u')

with

   FEATURE(local_procmail,`',`procmail -t -Y -m /etc/procmailrcs/$u $h')

and created a config file for each user and changed permissions acordingly. It worked for most of the users but for a group of them didn't work, for example for the user "w3master" the logged error is the following:

Oct 21 16:55:33 tron sendmail[11556]: g9LJtXO11555: to=<w3master(_at_)fi(_dot_)uba(_dot_)ar>, ctladdr=<lolivie(_at_)fi(_dot_)uba(_dot_)ar> (5826/100), delay=00:00:00, xdelay=00:00:00, mailer=local, pri=30405, dsn=4.0.0, stat=Deferred: local mailer (/usr/bin/procmail) exited with EX_TEMPFAIL

the configuration is the same for all users, if I copy all the user data to a new account there is no problem, if I delete the user and recreate it, it still doesn't work. Any ideas of what is wrong or if there is a bug?
