I wouldn't let through a Message-ID: with only private IP space in it in
place of the domain unless the message had some other independent trustworthy
characteristics.

In my spam-fighting schema, I establish basic trust levels (there are five I 
use)
early on, then run the more specific header-parsing tests with a stringency
that partly depends on the trust calculus.  This works very well, indeed.
