That's helpful, but actually I'm looking for *why* they appear and how to
stop it from happening, if anyone can tell me.

Changes to procmail:
- Cater for a race condition that occurs if two procmails
try to create an empty system mailbox (bogus BOGUS.* files)
As a guess, you share your mailspool via NFS and on one or more of the
nonservers someone is trying to run procmail as root
