For some reason procmail keeps taking up a lot of CPU time. I'm not sure if

In maillog there are some errors that seems to affect procmail. I'm
relatively new at all this so bear with me.

in sendmail.mc:
define(`confTO_QUIT',`8m')
This reduces likelihood of "timeout waiting for input from local
during Draining Input"
If you'd rather just work on sendmail.cf, add line
O Timeouts.Quit=8m
You may need to tune this up
