OK, sorry, I think maybe there are two related issues ... a) the spam
battle at the system/network level where smtp based controls are
indeed probably the best choice in many cases and then b) at the end
user's level where finer grained controls can be used and a much
higher success rate is possible (eg procmail), since a single user can
be more restrictive in setting his/her own personal policies.
