mysterious formail failure

A formail recipe, part of an rc.local file in a smartlist list I
maintain, has suddenly stopped working, by way of silently deleting
the entire mail.  This recipe has worked fine for years.  I've tracked
the problem to this point by using many LOG= statements in the file,
and after reducing the actual recipe to this one line, it still fails.

To wit:

:0 fwh
| formail -I Return-Receipt-To

I can't for the life of me see anything wrong, why that recipe should
silently delete the entire email, and my ISP's support person says
"formail is working fine on our system" so I'm stumped.  Can anyone
see something fatally wrong with that little thing above?  Or suggest
other tests to run?

The environment is: procmail v3.22 2001/09/10, recently
upgraded from v3.10.  Running on Linux 2.2.25, i586.

Many "formail -A blah blah blah" recipes elsewhere in the rc file
work fine, fwiw.
