! is used to direct mail to a mailbox.
For instance, I want to send an email to user2:
:0
!user2(_at_)localhost
This will do what you want, I think.
If you want a to just send a COPY of the mail to user2, but continue
processing the message further on, you'd put:
:0 c
!user2(_at_)localhost
Note that I'm not showing any "processing" there. That's for you to
determine.
