now the procmail is filtering the mail based on receipe but the problem is
it does not forward the mail to the address specified.

A verbose procmail log will show you why, probably because there's no message
left to send, or it's because your machine is misconfigured as per below:
Next, when i try sendmail from shell prompt then it sends the mail with same
format like
$sendmail -oi user(_at_)domain(_dot_)com < fileinput
but this works only when i enable both loopback address and my localhost
ip.If i down the loopback address than it doesn't works.
This is not a procmail problem, looks your sendmail is listening on localhost
only. This is typical for setup configurations of some Linux distributions.
