Formail treats Message-Id: specially and will accept it as an argument
to the -a option without a preset value:

But that may not help with the larger problem. When other list members
post follow-ups to the message, their References: or In-Reply-To:
headers won't refer to it by the Message-Id: that you generated for your
own copy.
