It's legitimate to have more than one To: header.
Not according to RFC 2822: zero or one. And if there
is a To:, it should contain at least one address. The
single To: header can be very long, of course.
Same goes for Cc:. I received a lot of messages from
gmail-users lately that had an empty Cc: field.
A message SHOULD have a Message-ID, so it is optional.
But maybe you are referring to a more recent RFC?
